Environments, 23(1): p 21-30 The trends and issues in park planning and conservation strategies for the Austrian and German Alps are assessed for a ten-year observation period, 1980-90. The assessment involves tourism as well as park and related planning proposals in the Hohe Tauern, Austria, and Bavaria, Germany. In the Hohe Tauern case a top-down comprehensive approach imposed by outside interests did not succeed because of strong local opposition. A solution was eventually negotiated by the various levels of government and other parties over a 12-year period. In Bavaria planning for parks and conservation was initially top-down but succeeded in the end through negotiation and power-sharing among provincial, regional, and local governments. Among the general conclusions are: 1) the importance of differences in senior government and local perceptions of national parks, with locals taking a positive view if they can see parks as vehicles for regional development; 2) sooner or later authoritarian approaches will be set back by grassroots opposition and local interest accommodated; and 3) interest groups tend to influence decisionmaking more effectively when they can draw on a broad base of support external in the area in dispute.
